International Legal Aspect of the PART 2 Occupation of ARC and the City of Sevastopol1 1 Overview of the Situation In accordance with Articles 133, 134 of the Ukrainian Constitution2, the Autonomous Republic of Crimea and the city of Sevastopol are an integral part of Ukraine. According to the Memorandum on Secu- rity Assurances in connection with Ukraine’s accession to the Treaty on the Non-Proliferation of Nuclear Weapons (signed by Ukraine, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland, the United States of America), the signatory states conR rmed their obligation to refrain from the threat or use of force against the territorial integrity and the political independence of Ukraine.
