Rubio reiterated that he supports immigration reform in a piecemeal manner that starts with addressing concerns about border security. But he once advocated a comprehensive approach as part of a bipartisan Senate coalition whose bill passed the upper chamber of Congress but then died in the House. "They range across a spectrum of being either grudgingly welcome or hostile toward immigrants," Clinton told CNN in an interview broadcast Tuesday, referring to GOP presidential contenders. The Florida senator said he thinks voters are "capable of distinguishing the Republican Party from Donald Trump," who recently made controversial remarks about Mexican immigrants. Rubio said he disagrees "strongly" with Trump's comments, which he called "offensive" and "divisive," echoing a statement he issued last week. Asked whether Congress should allow the U.S. commonwealth of Puerto Rico to file for Chapter 9 municipal bankruptcy like cities in U.S. states can do, Rubio did not provide a yes or no answer. He said he expected to have more to say on the topic "over the next 48 to 72 hours." "We've been engaged on this issue now for a couple months," said Rubio. "It's complex because we want to make sure whatever decision we make with regards to this is probably going to create a precedent for other jurisdictions in the country that are going to face similar situations in the near future."
