Theyaretypicallycreatedbya consultingcompany,broker,orinsurer,andaredifferentthanthepublicexchangescreatedundertheAffordableCare Act(ACA).Privateexchangesallowemployeesorretireesfrommultiplecompaniestochoosefromalargernumber of health benefitoptionsthanonefirmwouldgenerallyprovide.
