Governments worldwide should refrain from returning any person to Afghanistan, or Myanmar, regardless of their immigration status, until human rights protections can be guaranteed. Detention of asylum seekers on the basis of immigration status alone must end. Governments must bolster efforts to fight impunity by undertaking thorough, independent, impartial, effective and transparent investigations into crimes under international law and by bringing suspected perpetrators to justice.
